Government appoints new Chairperson of the Property Services Appeal Board

Minister for Justice and Equality, Charlie Flanagan TD, today announced that the government has decided to appoint Mr Philip O’Leary as Chairperson of the Property Services Appeal Board (PSAB).
In January 2020, Minister Flanagan sought expressions of interest from suitably qualified members of the public to be considered for appointment. In total, 8 applications were received.
The appointment will be for a four year term.
Announcing the appointment, Minister Flanagan said:
"I am delighted that Philip O’Leary has agreed to serve as Chairperson of the Property Services Appeal Board. He brings a wealth of experience to this role, and this appointment is an important step of the process to allow clients of property services providers have confidence in their property transactions and associated business dealings."
Philip O’Leary is Head of Commercial Law at a Cork-based solicitor’s firm. Mr. O’Leary was previously a Managing Partner in a Legal Firm, and is currently the Chair of the Legal Aid Board, where he has served as a member since 2016.

The Property Services Appeal Board (PSAB) was formally established on 3 April 2012 pursuant to Section 74 and Schedule 2, Part 2 of the Property Services (Regulation) Act 2011, to adjudicate on any appeals against certain decisions of the Property Services Regulatory Authority (PRSA), whose main statutory function is the licensing of Property Services Providers, that is auctioneers, estate agents, letting agents and management agents.
The main functions of the Property Service Regulatory Authority (PSRA) which was established on a statutory basis on 3 April, 2012 under the Property Services (Regulation) Act 2011 are as follows:
