Criminal Justice (Istanbul Convention) Bill
Government approved publication of the Heads of the General Scheme of the Criminal Justice (Corruption) Bill on 1 May 2018. The Bill, when enacted, will enable Ireland to ratify the Istanbul Convention which was signed by Ireland on 5th November 2015. Most of the legislative requirements of the Convention were met in the Domestic Violence Act 2018, the Criminal Justice (Sexual Offences) Act 2017 and the Criminal Justice (Victims of Crime) Act 2017. This Bill is the final legislative action to be enacted to allow for ratification and it aims to establish extraterritorial jurisdiction over Convention Offences committed abroad by Irish citizens.
The General Scheme is being published to allow the Joint Oireachtas Committee on Justice, Defence and Equality to consider the content of this measure and to allow all interested parties to have an input, prior to the publication of the Bill.
